Setting up rules

Hi

First of all thanks for a wonderful plugin. Now here is the issue I am facing-

I have two zones- one UK and other Europe except for Uk.

1. I have setup rules for UK and added it to shipping zone.
2. I created another set of rules for Europe and set “To all countries except UK” and added it to a zone with zone region “Europe”.

Now when I test UK is working fine but the rules I have created for Europe are applying to the whole world. Now can you please tell me how can I limit it to Europe only. Hope I made myself clear. Please let me know.
