I have been over and over the options and have spent hours on Google. I can not seem to find a solution to this issue. In the cart page, we are unable to choose a shipping method. It always only shows which ever we have at the top of our list in the admin panel, with no others available, even when someone within the defined area attempts to purchase a product.
We have two options: 1. A flat rate option for anyone in the US and 2. a free option for local pickup and delivery within two zip codes.
Any direction would be appreciated.
